The economic reforms gave greater impetus for decentralization of the federation as Slovak leaders sought thereby to regulate the rate and impact of the transition.
In April 1990, after acrimony, the country’s THE LEGACIES OF HISTORY 29 name was changed to ‘the Czech and Slovak Federative Republic’ to signal the existence of two separate peoples. Not only names were changed but new legislation was also introduced: on 12 December 1990 the Federal Parliament devolved power to the two republics. Proposals were agreed among political parties thereafter to make a new constitution that recast Czechoslovakia as consisting of two republics in a voluntary federation.
The latter was simply representational by direct election throughout the country, but the former was constituted on the basis of 75 MPs elected separately from each of the two republics. These substantial governmental changes could be construed as a deliberate and genuine effort to recognize and enshrine Slovak national interests in the political policy process. Routine legislation required a simple majority in each House, but major bills, including constitutional amendments, required a three-fifths majority of all those elected, not just those present.
